When you apply for a Visa Debit Card are you considered to be applying for “credit”?

Kate asked: I have a bad credit rating but am interested in a Visa Debit Card (where you preload funds – not the secured kind). If I apply for one will the credit bureau or Visa consider the application to be for “credit”?Benjamin

If you apply for a visa card is it necessary that you have an account in the bank where u wish to apply?
