    Discover. No fees, no application fee, no ’setup’ fee, no cash advance fee. Not sure if it reports to all 3 bureaus. You can call and ask though or go to their website.

    If you need a secured credit card, I assume that your credit is bad. You won’t get any fee-free cards.

    Even if you have great credit you won’t find a card with free cash advances.
