Further processing of Target Credit Card after pre-approval?

I was under the impression that if you applied from a pro-approval slip, you were guaranteed either a Target Visa card, or a Target Credit Card, as long as you could prove who you are, and could enter into a valid contract. Why the mystery, then?
The pre-approval slip states, “You’ll get an account if you can legally enter into a contract and we can verify your identity when you apply.”
All of you are meaning “pre-qualified”. That is different than pre-approved.
