A college credit card question?

I want to apply for my first credit card to build a good credit history and I am currently a 3rd yr. college student. The card I want to apply for is the Visa College Platinum Card that has no cosigner or minimum income. Do you think the no minimum income claim is true or is it just something they say to get me to apply? Also, if my application were to be rejected, will it hurt my credit score?
